The Saltcove Compact
Saltcove was a pirate cove for as long as there were ships to rob. Then the ships stopped coming, because everyone knew about the cove, and the pirates sat on the beach with nothing to do and a great deal of rum. Harbormistress Ottilie Brack, who was a first mate then, wrote twelve articles on the back of a sail: no plank-walking on a Sunday, no robbing anyone who has bought a drink, no cannon fire after dark, a pension for anyone who lives to be old, which nobody had. The ones who signed are the Compact. They fish, they trade, they run cargo up the coast to the foot of the Sky Stair, and they are, they will tell you, entirely honest. Do not leave your purse on the bar.
Saltcove stands on stilts over the bay: painted plank houses under palm thatch, the Compact House with the articles nailed over the door, the Rusty Anchor where Rum Rosie pours something she calls grog, a boardwalk out over the water and the Long Wharf out to the ships. Quartermaster Finch keeps the stores. Peg Tallis sells everything else. Old Moss, a Vinekeeper from the temple in the jungle, comes down to trade and stays to complain about the noise.
The ones who did not sign are the Blackwake, who hold a cove on the far side of the jungle and say an honest pirate is a contradiction. And out in the bay, where the Merry Widow went down with Captain Saltbones' hoard a hundred years ago, her crew still walk up out of the water at Bonewreck Point every night, still looking for it.
